WP1 – PROJECT MANAGEMENT & COORDINATION (M1 – M60)
This work package is intended to:
a) Control the achievement of the pursued project objectives through specific KPIs
b) Meet the project schedule and deadlines (technical coordination)
c) Ensure a diligent management of the project funding and its financial sources (administrative and financial coordination),
d) Coordinate the interface between the European Commission and the participants,
e) Ensure an adequate, successful and coordinated protection of all IP Rights and scientific or technical findings,
f) Ensure the quality of the project and obtain a technical certification from a renowned third-party organism
g) Identify and manage risks along the project lifetime.
h) Manage the Advisory Board and ensure its contributions are conveniently flown into the project and its risk management
Deliverables

WP2 – OFFSHORE FLOATING PLATFORM DESIGN (M1 – M19)
This work package will:
a) Generate a design basis for the platform design.
b) Produce the platform detailed design, necessary to pass the go/no-go hold which has been established prior to construction start.
c) Analyze and verify the suitability and performance of the 2BE 6MW turbine.
d) Design the steel tower section and the internals.
e) Validate the results obtained in the design of the floating wind turbine in a tank testing campaign.
f) Define the construction and onshore assembly strategies.
g) Assess the scalability and cost-effectiveness of the WHEEL technology by developing a 15MW and defining constructive strategies and costs for commercial serial production

WP3 – OFFSHORE FLOATING PLATFORM. FULL SCALE PROTOTYPE CONSTRUCTION (M13 – M36)
The objective of this work package is to:
a) Prepare the manufacturing yard, procure the necessary materials and means, build the floating platform tanks and put them afloat.
b) Supply and pre-assemble onshore the suspension cables.
c) Supply the WTG and its steel tower.
d) Supply the Tripod Transition Piece
e) Arrange the necessary onshore heavy-lift logistics and assemble the whole pilot unit in harbor

WP4 – STATION KEEPING SYSTEM (SKS) DESIGN, SUPPLY & INSTALLATION (M4 – M37)
The objective for this work package is to design, supply and install the complete station keeping system (SKS), including mooring line components, anchors and connectors. The mooring design will aim to arrive at an optimised solution that balances system performance and the costs for procuring the equipment, installation and maintenance.
In particular, the following aspects will be investigated:
- Static vs dynamic loads on the mooring lines due to platform and wind turbine dynamics
- Advantages of modern synthetic ropes to improve mooring performance and reduce long term costs
- Use of clump weights to reduce mooring footprint (made of steel or concrete)
- Identify the optimal SKS layout and configuration to identify synergies between the wind and wave platforms in order to cut costs down

WP5 – OFFSHORE FLOATING PLATFORM. INSTALLATION (M9 – M37)
In this work package the following tasks will be implemented:
a) Perform the transportation of the floating wind platform from the harbour to the final location, the descent of the suspended ballast and the connection to the station keeping system previously installed (WP4).
b) Demonstrate full independence from scarce and expensive heavy lifting vessels during the whole installation process of the floating platform;
c) Perform the overall installation process with the upmost safety standards and conditions, reducing or removing any risk or hazard inherent to the installation of the floating platform;

WP6 – ENERGY EVACUATION (M5 – M38)
This work package is intended to:
a) Obtain required permits for grid connection and energy production.
b) Design the evacuation structure, including an analysis on the current infrastructure state, as the project will benefit from part of the onshore infrastructure and an evacuation cable already existing at the PLOCAN test site.
c) Perform the installation of the power evacuation cable and the pull-in operation of the dynamic cable to connect it to the floating platform electrical system.
d) Commissioning of the WTG.

WP7 – O&M AND MONITORING (M10 – M60)
The objectives for this work package include to
a) Monitor the behaviour of the multiple components via SHM system.
b) Use experimental data for performance assessment and back analysis.
c) Assess durability and detect relevant shifts along a relevant operation period.
d) Generate adequate maintenance plans for the different components.
e) Adequately maintain the different components during the operating period of the pilot and to test and evaluate the maintenance procedures and means.
f) Monitor environmental indicators before and during the installation and operation and assess environmental impact.
g) Apply the end of project solution to the pilot unit.

WP8 – IMPACT ASSESSMENT: SSH, CIRCULARITY & SUSTAINABILITY AND BUSINESS CASE (M10 – M44)
The main aim of WP8 is to evaluate the impact, including environmental, societal and energy network management, of future commercial WHEEL farms. To achieve realistic Outcomes, it will include the interaction between relevant stakeholders and the project implementation. The approach proposed combines a Life Cycle Assessment (LCA) and a Life Cycle Costs (LCC) view to evidence the impact of the system in the society. In this sense, WP8 pursues the following objectives:
a) Define a business plan to make sure that knowledge and results generated from the project are properly brought to market.
b) Assess the business model considering different scenarios thanks to the comparison of current and future market opportunities.
c) Identification of current and future policy and regulatory barriers to develop an optimized strategy to leverage offshore technologies by ensuring efficient policies and regulatory mechanisms.
d) Evaluate the WHEEL impact over society including economic benefits as well as energy integration benefits over the current and future energy mix.

WP9 – COMMUNICATION AND DISSEMINATION (M1 – M60)
The objectives for this work package are the following:
- Create a strong Plan for the Dissemination and Exploitation of results.
- Implement actions established in the Plan for Dissemination and Exploitation not only to increase the project’s impact among the scientific community and investors but also to spread knowledge to non-scientific audiences to foster collaboration and innovation.
The WHEEL Consortium will contribute, upon invitation by the CINEA, to common information and dissemination activities to increase the visibility and synergies between Horizon Europe supported actions.
